Term describing a city, town or settlement that holds a funtional Temple, and openly allows outside visitors to enter with the intent of using the space for worship or safety. Both points must be upheld for a location to continue to hold the moniker of Kir. Locations that fail to hold both, in turn will remove the Kir from their name.
